Patron Agreement

Patrons must read and sign an Internet Access/Computer Use agreement and show identification before being allowed to use the computers.

Children under the age of 13 will be allowed to use computers only if a parent/guardian is present. Children ages 13 to 17 will be allowed to use computers without a parent/guardian present. However, anyone under the age of 18 must have a parent/guardian sign the Internet Access/Computer Use agreement first.

First Amendment Rights

The library uses filtering software to limit the chances of accidental public displays of offensive material and to block access to information that the library has determined is inconsistent with its mission. We are governed by the anti-pornography clauses of KRS 531.0202 (1) (c) (4) and KRS 531.030 (1) (b).  However, users should be aware that the nature of the Internet precludes any filtering software from being fully effective. 

General Rules for Internet/Computer Use

  • Patrons will not misuse or cause damage to computers. This includes interfering with network operations.
  • Each page printed will cost $.25 per page.
  • Computer time limits are two hours per day.
  • Computer privileges are a first come, first serve basis.
  • One person at a workstation at a time with the exception of a parent/guardian for someone under the age of 13.
  • Cell phones can only be used in the library foyer.
  • If you change computers, that change must be noted on the daily computer sign in sheet.
  • Patrons are allowed to use USB devices on computers with front USB ports.
  • Library staff can offer general assistance, but computer training will not be offered by the library.
  • Computers shut down at 4:30. The staff will be responsible for shutting down the workstations.
  • Computers will be monitored at all times. Staff can end computer usage at any time.
  • Patrons with children should supervise children at all times. If computer users cannot keep children under control, they will be asked to leave so as not to disrupt other patrons using computers.
  • Patrons are allowed to bring in their laptops and any other handheld devices in order to use the library’s wireless services. However, patrons must register at the front desk before using these devices.

Internet/Computer Use by Minors

Parents and guardians, not the library or its staff, are responsible for the Internet information selected or accessed by children. Only parents and guardians may restrict their children from access to the Internet.

Parents and guardians will be responsible for the following:

  • Monitoring their child’s access to inappropriate material on the Internet. The library cannot control sites that children may select, and staff cannot act in place of a parent or guardian to do so;
  • Supervise the safety and security of minors when using email and other forms of direct electronic communications (chatting is not allowed);
  • Prevent unauthorized disclosure, use, and dissemination of personal identification information;
  • Prevent minor’s unauthorized access, including “hacking”, and other unlawful activities while online;
  • Avoid minor’s access to material harmful to them by monitoring all Internet use.

Internet/Computer Misuse

The library staff is authorized to refuse anyone access to the Internet or computers. Violations will result in the following:

  • 1st offense will result in suspension of computer/Internet privileges for one month.
  • 2nd offense will result in suspension of computer/Internet privileges for six months.
  • 3rd offense will result in computer/Internet privileges being permanently revoked. 

The following are considered violations:

  • Use of chat rooms.
  • Displays of obscene materials on the computer.
  • Unauthorized connection to the library’s network, hacking, and other illegal activities.
  • Charging fees to the library.
  • Violating copyright or software licenses.
  • Use of the Internet/computer to harass others.
  • Intentional damage to workstations, printers, and/or other property.
  • Altering hardware/software configurations.
